Abstract

Today’s Ukrainian economy is facing super- heavy challenges, most of them caused by war, which require a rapid and adaptive response. Militarisation of the economy, financial expenditures and migration have caused numerous economic shocks and crises in the national economic system. From 2014 onwards, Ukraine has been fighting for its independence, but this fight is extremely difficult and resource- intensive. There is a need to support security not only militarily, but also economically, industrially, financially, etc. Human resources are the source that can support security in different sectors and industries. Therefore, assessing the level of human security is an important issue of our time that needs to be studied in more depth. The information source of our research is the data from the Internet resource http://data.un.org/, thanks to which we have attracted a significant array of statistical indicators to assess the level of safety of the population. The article uses the methods of mathematical modelling, analysis and statistical comparison. The system of statistical indicators reflecting its economic, demographic and social aspects was used for the integral assessment of the level of security of the country’s population. On the basis of these indicators a single integral assessment has been developed. This assessment makes it possible to compare the state of security of the population in different countries and to identify a trend in the development of security in a particular country. The proposed methodology was tested in 27 countries: Ukraine, Poland, Armenia, Azerbaijan, Bulgaria, Croatia, the Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, the Republic of Moldova, Austria, Belgium, Germany, Greece, Denmark, Ireland, Spain, Italy, Cyprus, Malta, France and Sweden. The results of the practical usage of the methodology to calculate the level of population security for the selected countries showed that Denmark, Ireland and Sweden had the highest security level for 2020, while Ukraine, Azerbaijan and Kazakhstan had the lowest. The proposed methodology for the integral assessment of population security makes it possible to assess the level of security not only in a single country but also to compare this indicator with others. This will enable stakeholders to monitor population security, identify its problems and develop adaptive measures to improve it. This methodology is particularly relevant for countries with unstable institutional environments, ongoing military conflicts and unfavourable market conditions.
